I saw that on our local news also.

WMM will not work for that. You'll need a program that has what's called "Motion Tracking". Sony Vegas Movie Studio HD, and both Adobe Premiere Elements 8 and 9 have it. These programs are relatively inexpensive, and most have tutorials so you can get started easily.
