It's quite possible. Newark had one Thunderbolt along with some Thunderbeams, but I'm not exactly sure when they were installed.
Newark's Thunderbolt is from the 1950s or 60s, the Thunderbeams were added around the mid-1980s.

If anyone knows of old T-Bolt or other siren locations I'm still interested in putting a map together of the Franklin County CD system prior to the Whelens being installed in the early '80s. I have about 25 locations mostly westside and northside. I have a map base...

Unfortunately I was not aware that the temperature policy for those counties (I was in Clermont today) was an issue so I did not call ahead to ask if the test was going to go forward prior to making the hour drive there.
