Just for an idea of the size of such a system needed for the 3 cities/major metropolitan areas you mentioned (NYC/LA/DC), all of three had cold war era siren systems comprised of hundreds of sirens. There is a lot of misinformation running in this thread. For starters, a single phase Federal siren doesn't utilize a typical squirrel cage industrial motor and thus does not have the same current characteristics that everyone is basing their calculations on. I bought the majority of the old North Little Rock system on govdeals when they auctioned them off. There were 10-15 or so 2T22's and enough parts to make probably 5 or 6 Thunderbolts. No, looks like the CAD interface for their 911 dispatch. That's how the majority of sirens are controlled nowadays.

I highly, HIGHLY doubt the siren they heard was that 10V. If it were something along the lines of a Thunderbolt I might believe it, but my past experience with the 10V has not been very impressive. Where are you located? Best thing for that situation would be to go through and replace all the capacitors and rewire the controls. Someone who had no idea what they were doing went through it.
