By design the French KM Europ sirens have the same stator layout. Also note that, unlike the CTI, it is bigger and has less ports- looks to have 8 which is inline with the KM siren in France.

I agree with the OP that it's a KM Europ siren with the horns detached.

At the moment I'm unaware of any of the mechanical sirens being sold in the US, however I wouldn't be surprised if one did pop up in the wild.
