Small sirens can still have a ton of torque, so I recommend propping it up between some heavy objects so it doesn't roll about.

One problem could be that those are not factory-set screws holding the chopper on the shaft. The set screws should have allen screw cutouts, not screw driver cutouts. Those are indeed factory screws. Can you post any pictures of the siren by chance? The best way to get the rotor out is to lightly sand the exposed bit of shaft that sticks out from the rotor (if there is any) and spray some penetrating oil around the shaft and rotor. Let it soak for a while, reapply a few times, then GENTLY tap on...

Congratulations on the rare find! This appears to actually be a Model AX, with the "X" standing for explosion-proof siren. There are a few Model RXs out there; essentially looking like an early Model L with a cover of the intake and chopper. These were often used on submarines or aircraft ...

There are 2 (I think) Darley Model 2s on a post next to the fire department in Montgomery, Massachusetts.
I'd be willing to bet that one was single-tone and the other is dual-tone; a lot of places seemed to do this back in the day.
