The single phase ACAs were notorious for bad capacitors as mentioned above. The old Allertor system in Manitowoc, WI is a good example of this (most of them are still standing but one that was replaced years ago was quite sluggish), and there is another one that is a bit sluggish too. Sweet! Love the lit cross as well. Maybe try to get a video of the siren going off sometime. Model Xs seem to be the most common sirens to be mounted on water towers.
