My question is why they would use a vehicle siren instead of a normal one? They don't need lots of range? At first I thought it also could be used for a leak, because it's near a pumping station. Likely a local handyman set it up for them, or they didn't need much range. It appears to be a similar ...

Another update for you! I noticed while looking around that the Model 2 that was previously on Pavilion Township Fire station 13-2 across the street from Tobey Elementary in Kalamazoo Co. Parts of Kalamazoo County also stopped testing a few years ago, I'm not sure is this was one of the affected sirens or not. The FC looks like someone was working on it semi-recently, as West Shore wraps black electrical tape around the doors on newer FCs since the seals tend to leak after a few years.

ECS is a contractor out of Wisconsin, they often get a bad reputation in the community for replacing legacy sirens or systems or telling cities that what they currently have is 'incompatible and outdated'.
