Don't knock education. I recently left High School and am already missing it. What may seem useless today might be looked back upon fondly in the future.

Is there a replacement plan in place for the rest of the units, or are they being uninstalled as they develop issues?

That's the serial of a blower in Upson County, GA. While it originally came from Minneapolis, it is extremely unlikely that it is from West Bank.

Chances are it’s off for maintenance. If it doesn’t go off for an extended period of time or gets replaced and left up, I’d go about obtaining it then. For now, just see if it gets worked on or switched back on.
