The one in the photo is at Turkey Point, but I wouldn't be surprised if the same replacements were underway at St. Lucie, as both systems are maintained by FPL.

I believe the first started 4004s started being installed was around 2012-2013. But man ,does it suck to see classic electronic sirens go. Its most likely a poor mic set-up in their control room. Live voice = bad for this very reason.

Yes, the siren's radio is receiving distorted voice messages. The fault is the distorted voice messages, not the siren’s radio receiver. The fault could either be in the encoder or in the journey from the transmitter to the siren.
