I googled Q-BSA and from what I could tell, It's the product number of the brushes that go in a Federal STH-10. If what the persona told you is correct, all you'd need is a brush assembly off an STH-10 since it uses the same brush. Here's a link to one of the documents. https://www.fedsig.com/sites/...

Federal Signal 3T22, Alert, Shelbyville indiana

Today began our siren adventures for spring break 2018, and we started off strong with this roof mounted 3T22 in downtown Shelbyville. It fired up right at 11 for about 45 seconds in Alert. Enjoy!

I feel like if they were replacing a siren from a reputable company, they wouldn't build their own. Also, the controller seems like it's a professionaly made one. Custer Electric is a company and their controllers aren't even as boxy or even closed. (And no, Custer confirmed he didn't install this)
