The motor may be bigger because it is 1800 rpm vs 3600 rpm for the siren. That does not mean it will do better as a phase converter. You do not really need a siren specific control box. You will need a motor starter, I think a NEMA size 3 (careful when you look as the single phase horse power will be rated lower and what you need to go by) with appropriate overloads to protect the motor as ones that large are not usually internal...

I’ve used both phase converters and VFD’s. The VFD in my opinion is the way to go, alows long ramp time so no start surge, efficient, small, and simple to start/run once set up. A generator is not going to be cheap regardless. I’d say you are probably best off looking for a military surplus unit as they have better motor start ability than a civilian unit, also are available 3 phase in smaller sizes. As far as rotary, for a siren go twice the hp at a minimum. More is better.

You probably won’t run it long enough for bearing damage, more of a long term thing from my understanding. Old winding a bigger concern, use a load reactor on the drive. I haven’t seen one in person, but most solenoids I’ve seen where rather simple coils. Personally I’d probably get some magnet wire and re wind it myself.

Better depends on your application. For municipalities three phase would generally be preferred. Smaller wires, simpler motors, cheaper motors.
